Officially known as the Pacific Confederate States of the American West Coast, or simply the Pacific Confederation or the Western Confederacy, is an alliance of the self-governing states of Washington (that state that is west of the cascade mountains as the east became the U.S state of Lincoln after the Unification War in 1977), North California, Nevada, and Oregon.
The Confederation doesn't have a centralized capital city as what could be considered a "capital" would be the individual capital city of the four member states of the confederacy; Seattle, Portland, Sacramento, and Carson City.
